Establishing Focal Points
The experience of the Conference for Civil Society and subsequent Encounter with the Heads of CARICOM Governments made it quite clear about the necessity of Focal Points for Civil Society in every CARICOM State.
The most notable comment came from Prime Minister Arthur when he declared that there is no point of access to Civil Society. He noted that if you want to find the Ministry of Finance or any part of government, you know where to go. Where then is the point of access to Civil Society?
"Forward Together" was the theme of the Conference for Civil Society and subsequent Encounter with the Heads of CARICOM States, which was held in Guyana 2-3 July 2002. This Conference demonstrated the urgency with which CARICOM Civil Society Organisations must establish Focal Points in order to open access to Civil Society.
